New Virginia DUI Law Relaxes Limits on Restricted Licenses
A new Virginia DUI law relaxes restricted license requirements for many first-time offenders, as long as they use Ignition Interlock. Beginning July 1, the law applies to first-time offenders with a Breath Alcohol Concentration (BrAC) of less than 0.15.
Under the new Virginia DUI law, those drivers who have a restricted license and an Ignition Interlock Device (IID) no longer have limitations on where they can drive.
The new Virginia DUI law also mandates that if a person is not eligible for a restricted license, the court can instead authorize the use of a remote alcohol monitoring device. However, that portion of the new Virginia DUI law doesn’t become effective until July 1, 2021.

How Do I Blow Into an Ignition Interlock Device?
One of the first things you’ll need to know if you have an Ignition Interlock Device (or IID) installed on your vehicle is how to use it properly. That starts with learning how you should blow into an Ignition Interlock Device during a test. We provide hands-on training during your installation, along with a video demonstration. Still, here’s a quick refresher about how to blow into our Ignition Interlock Device.
Blowing Into an Ignition Interlock Device
We ensure that our Ignition Interlock testing procedure is easy and seamless. Other vendors require you to blow, then inhale from the device, which is a troublesome and sometimes unsanitary process. Compare that with Smart Start’s Ignition Interlock tests, which only last a few seconds. Our testing supports blow-only, humming only, or a combination of blowing and humming.
Each state has different laws that regulate the correct breath pattern to blow into an Ignition Interlock Device. Be sure to use the breath pattern required by your state during an Ignition Interlock test.
Here are the three simple test patterns we use. It’s always a good idea to rinse your mouth with water before a test to ensure the most accurate results possible.
Blow-Hum
The blow-hum test requires the user to blow into the mouthpiece for a couple seconds, then transition into a hum by imitating an owl: Just say the word “whooooooooooo.” Keep your airflow consistent as you transition from blow to hum. You’ll hear a click sound from your device that tells you it’s the end of the test.
Blow
For the blow, or no-hum, pattern, all you need to do is take a deep breath and blow continuously until you hear the clicking sound from your device. It won’t take long to learn how hard or soft to blow to get a successful test.
Hum
The easiest way to perform the hum pattern is to say the word, “whoooooooo” during the test. Keep humming steadily into the mouthpiece during your Ignition Interlock test until you hear the clicking sound from your device.

Portable Alcohol Breathalyzer Works for DUI Court Program
Stay-at-Home orders created a challenge for authorities to continue alcohol testing for DUI offenders during the Covid-19 pandemic. Fulton County DUI Treatment Court in Georgia chose a novel solution using BreathCheck™ portable alcohol breathalyzers from Smart Start.
The DUI Court Program uses a collaborative approach involving multiple legal and substance-abuse treatment professionals. The program lasts 24 months, typically combining assessment, treatment, testing, random home visits, support-group meetings and other requirements. The team works closely with program participants throughout the process to ensure individual compliance while encouraging accountability.
BreathCheck Portable Alcohol Breathalyzers as an Alternative
Bradley Jones, Behavioral Health Program Manager, said they began using BreathCheck about two weeks after Georgia’s Shelter-in-Place order took effect. He led the program along with Administrative Coordinator Cheryl Egan Fears.
Jones said that the program had used other methods of alcohol testing before Covid-19, including urinalysis. “So, we needed to find a way to make sure we continued testing during this time,” he said. “This is something we have to be doing.”

What is SR-22? And Why Would I Need It?

How does Client Portal work?
Switching Providers is Simple
The process is easy. It’s important for your client to let the Ignition Interlock State Authority know that they want to switch providers. Some states have to give permission before any change in providers.
Once they have the appropriate clearance, they’ll have their current device removed from the vehicle. After that, they can contact Smart Start at (800) 831-3299, or go online to schedule installation of a new device. Our specialists will walk them through the rest of the process.
Remind your client that they cannot drive their vehicle without an Ignition Interlock Device. A friend or family member should drive them in the appropriate vehicle for the installation.
