Ignition Interlock on School Buses Makes Sense
Nearly 700,000 school bus drivers keep our kids safe going to and from school each day. But a recent study of incidents involving impaired school bus drivers reveals that school districts might benefit from safety measures. Ignition Interlock on school buses would be a step in the right direction.
A recent special report by Stateline (an initiative of the Pew Charitable Trusts) offers insight about the impact of impaired school bus drivers. Of course, the overwhelming majority of school bus drivers are dedicated to making sure it’s a safe ride. But Stateline points out that more than 1,620 schoolchildren in 38 states have been affected by impaired drivers since 2015.
Ignition Interlock on School Buses Can Make a Difference
According to Stateline’s analysis, more than 118 drivers were arrested for operating a school bus while allegedly impaired. Other data suggests that many additional impaired school bus drivers have been identified through random drug and alcohol screenings.
Stateline says that a number of advocates are pushing for Ignition Interlock Devices on school buses. They also note that the program director at the Commercial Vehicle Safety Alliance believes that every school bus should have an alcohol detection device on board.

New Jersey Expands Ignition Interlock Requirement
Beginning Dec. 1, New Jersey will become the 34th state to require Ignition Interlock Devices for every drunk-driving offender. That includes first-time DUIs.
There’s no debate about the effectiveness of Ignition Interlock Devices as a way of keeping drivers safer on the road. Dozens of studies by groups like the National Institutes of Health to Johns Hopkins University confirm it. Ignition Interlock unquestionably has a positive effect on alcohol-involved crashes and fatalities.
Heavy Support for New Jersey Ignition Interlock Requirement
The New Jersey law drew heavy bipartisan support and was overwhelmingly passed last summer in the state legislature. Sen. Nicholas Scutari was one of the bill’s sponsors, along with Assemblywoman Joann Downey.
“There’s strong evidence that Interlock Devices go a long way in reducing re-arrest rates when they’re installed in offenders’ vehicles,” Downey said. “By requiring more drivers arrested for DUIs to install Interlocks in their cars, we could see a substantial reduction in alcohol-related crashes.”
Believing in the Effectiveness of Ignition Interlock
Downey said the New Jersey Ignition Interlock requirement will reduce the amount of time that a first-time offender loses their driver’s license while Ignition Interlock decreases the likelihood of a repeat offense.
“Traditionally, intoxicated drivers have also had to forfeit their driver’s license while penalized. That can keep them from getting to work or performing their duties,” Downey said. “If that leads to the individual being fired, it’s not uncommon to see emotional consequences like depression. That can encourage even more of the substance abuse that led to the penalty in the first place.
“This law creates a more humane solution that’s also more effective in the long run, making New Jersey roads safer for everyone.”
Scutari, who is a longtime proponent of the law, said it solves a major problem while striking a suitable balance.
“Drunk driving is a serious issue in New Jersey,” he said. “Having prosecuted for 16 years, my experience is that the use of Ignition Interlocks is the best way to safeguard our roads but allow minor offenders to continue their employment.”
MADD Continues Pushing for Strong Ignition Interlock Laws
Mothers Against Drunk Driving (MADD) was a heavy supporter of a New Jersey Ignition Interlock requirement. According to a MADD press release, studies show that states with all-offender Interlock laws can reduce repeat offenses by 67 percent. Also, they can reduce drunk driving deaths by 16 percent.
Steven Benvenisti, an attorney in Teaneck, N.J., was nearly killed by a drunk driver as a college student in 1989. Benvenisti has served as a MADD national board member, and is a longtime MADD volunteer. He has worked for years to pass an all-offender Interlock law in New Jersey.
“I know the anguish this violent, preventable crime inflicts on survivors and family members,” Benvenisti said. “In 2018, Ignition Interlocks kept 13,500 drunk drivers off our roads. Now this lifesaving technology will be used to its fullest potential.”

A Big Challenge: How Do You Install Ignition Interlock in an 18-Wheeler?
We have always been proud to say that our service technicians can install Ignition Interlock in virtually any kind of vehicle. Our clients own all makes, models, and sizes – and Smart Start service technicians are prepared to install Ignition Interlock Devices in anything with four wheels.
But every once in a while, a vehicle comes in that really puts our techs to the test. For example, it’s certainly not often that the tractor portion (more commonly known as the “cab”) of an 18-wheel semi comes pulling into a Smart Start service location for an IID.
However, the Irving, Texas, location recently had the task of tackling that installation. Fortunately, nothing is too big for Smart Start.

Not Too Big to Install Ignition Interlock
The tractor cab is the 10-wheeled vehicle that pulls a semi-trailer carrying a load of up to 40 tons (the trailer typically has eight wheels). The cab is more than 13 feet high, and about 100 inches wide.
In other words, it doesn’t exactly fit into a typical service bay of a Smart Start service center.
Choose an Ignition Interlock Device
Size Isn’t the Biggest Obstacle
Hector Armendariz, Smart Start area service manager, says that while the tractor was a sizable challenge, it wasn’t totally unheard for the Irving installation team. They’ve installed an Ignition Interlock Device in just about everything, no matter what size.
Semi engines are up to six times larger than car engines in both size and weight. But Armendariz says that part doesn’t present a huge challenge.
“For most of the 18-wheelers, there’s nothing fancy about them,” he said. “They’re big, but the installation is pretty much like any other vehicle.”
Armendariz said the installation took about two hours, including user training. It may get a little more sophisticated in the future, since Tesla is reportedly getting ready to enter the market with an electric semi. And Smart Start is already the expert for Tesla and other electric vehicles.

Easy and Discreet, Without Being Cramped
One part of the installation that can be a little tricky is placing the IID in the cab, Armendariz said. For being as large as the cab is (it typically includes a sleeping berth and sometimes a small living quarters), the space around the driver’s seat can be surprisingly compact. It’s typically loaded with equipment, cables and displays.
During an install of an Ignition Interlock Device, it’s important that the unit doesn’t command a lot of attention or space. No matter what size of vehicle, it has to be discreet and easy to use.
“One of the big challenges is finding where we’re going to put the unit,” Armendariz said. “Sometimes there’s not a lot of room, especially under the driver’s side dash where we have to install it.”
